California Senate Bill 868 (SB 868), known as the California Senate Bill 868 (SB 868), known as the Plug and Play Solar Act or Plug-In Solar Act, is proposed legislation introduced by Senator Scott Wiener. It aims to make small “balcony solar” or portable solar generation systems legal and easy to use without complex utility approval.

This bill would allow renters, condo owners, and apartment dwellers to generate their own clean energy. It would give households an affordable way to offset up to a fifth of their daily electricity usage by plugging small panels into a sunny patio or balcony and would help communities scale up distributed renewable energy and lower carbon emissions quickly and cheaply.

Inconsistent local permitting slows down climate goals, drives up costs, and prevents households from quickly adopting clean indoor air technology that protects against extreme heat and fossil-fuel pollution.
